All but one member of the House of Representatives and the Senate belong to one of the five parliamentary groupings. The rightwing Swiss People's Party and its allies are the largest grouping, but still short of a majority in either of the parliamentary chambers. As a rule it takes the combined forces of two, or more often three, groupings to push a bill through parliament.

In recent years the rightwing Swiss People's Party and the Green Party have won voters. But the centre-left Social Democrats, as well as the centre-right Radicals and Christian Democrats have decreased in popularity.

Participation in nationwide votes from 1919 to 2007 ranged from 32 to 80 per cent, depending on the issue. Election turnout during the same period was between 42 and 80 per cent.
