WARSAW (Reuters) - Poland's Constitutional Tribunal is paralysed for the time being and if the crisis continues the country risks a law suit in the European Court of Human Rights, Council of Europe's secretary general Thorbjoern Jagland said on Monday.

"The concern is that if the constitutional crisis continues a new complaint or application to the European Court of Human Rights in Strasbourg may arrive," he told reporters.
