MOSCOW (Reuters) - Russian Deputy Prime Minister Arkady Dvorkovich said that international relations should not depend on the mood of one person when he wakes up in the morning, in reference to U.S. President Donald Trump's tweets, RIA news agency reported on Friday.

Dvorkovich, speaking at a forum in Krasnoyarsk, said that Russia was not prepared for such risks.
