Why is the summit being held?
The decision to hold this summit dates back to 1998. Its aim is to reduce the digital divide. The WSIS is being held under the patronage of the United Nations secretary-general, Kofi Annan, with the International Telecommunication Union (ITU) taking the lead role in preparations.
The summit will be held in two phases. The first will take place in Geneva from 10 to 12 December 2003 and the second phase will take place in Tunis from 16 to 18 November 2005.
The first phase of the summit in Geneva – masterminded by the Swiss Federal Office for Communication – will adopt a Declaration of Principles and a Plan of Action. The second phase in Tunisia will assess progress that has been made and adopt a further Action Plan, if necessary.
