Tony Martin of Germany won Sunday’s ninth and last stage, a 26.9-kilometre time trial around Liestal, in a provisional time of 32 minutes, 21 seconds.
Switzerland’s Olympic time trial champion Fabian Cancellara finished second, 17 seconds back, while American David Zabriskie clocked the third-best time, 29 seconds behind.
Seven-time Tour de France winner Armstrong moved up to second overall after finishing 11th in the stage with a time of 33:11. Cancellara finished 60th overall.
Schleck dedicated his victory to fellow Luxembourg cyclist Kim Kirchen, who was still in an induced coma on Sunday after a heart attack on Friday night.
“Me, Andy and my entire family really hope that things will go better quickly,” Schleck said. “My victory is for him.”
