Grayce Liu is the general manager of the department of neighborhood empowerment in Los Angeles, also known as Empower LA. External link At the Global Forum, she says she’s found that grassroots citizen involvement projects all struggle with many of the same issues and that “we need to exchange methodology to promote an international network of democracy cities.”
