More than 10,000 people are feared to have been killed in Japan by a magnitude 8.9 earthquake and a subsequent tsunami. Adding to the difficulties is a worsening nuclear crisis: on March 16 authorities ordered emergency workers to withdraw from the Fukushima Dai-ichi nuclear power plant amid a surge in radiation.
