Over the past decade there have been numerous flood events around the world that have caused many deaths and extensive damage to our properties and infrastructure. Such floods continue to sweep more and more areas.
Have you ever experienced a flood event? Have you witnessed a significant increase in flooding where you live? What measures have been taken in your country to prevent recurrent flooding? Are these measures effective?
At least in my country, Cuba, the government is so incapable of doing anything for the people that in cases of floods, the most that is done is to call on the population to take measures to preserve lives, not to cross swollen rivers, and a few other words.

There was also a flood near Denia (Spain) in 2007. The state offered very good crisis aid and since then the river has been well under control.
We received immediate aid of 3000 euros from the municipality in the first week and after the damage was assessed, about 2 months later, we were very well compensated again. Since then, the municipality has managed the river that overflowed its banks very well.

Bei uns inder Nähe von Denia (Spanien) hat es im Jahr 2007 auch einen Ueberschwemmung gegeben. Der Staat hat eine sehr gute Krisenhilfe angeboten und seit her den Fluss gut unter Kontrolle.
Wir haben in der ersten Woche von der Gemeinde Soforthilfe von 3000 Euro erhalten und nachdem der Schaden eingeschätzt wurde, ca 2 Monate später sind wir sehr gut nochmals entschädigt worden. Die Gemeinde hat den Fluss der über das Ufer kam seither gut geregelt.

In my area of South East Queensland there have been numerous serious floods when people have been killed. The last bad out was 13 Jan 2011 due to release of water too late from a dam on one river and excess flow in other rivers and creeks from run off. To a large extent the flood could have been avoided if government had not interfered with water release. 1974 was the previous bad flooding with death of many people. Local flooding occurs regularly including this year and last year.
I have been looking at rainfall records and indications which lead to forecasting. I have found that over 130 years of measurements in my area there has been no change or trend in annual in annual or monthly rainfall. SE Qld gets most rain in the summer months of Jan, Feb and Mar in which the 130 average is 240-260 mm with the highest rainfall in Feb 1893 over 7 times the average (also resulting in a severe flood killing people.
I have found that a coincidence of the Southern Oscillation index (SOI) and Interdecal Pacific Oscillation (IPO) showing a severe La Nina and more cyclones can be used for forecasts of rainfall. ANN (artificial neural networks a type of AI) can give forecasts which are 90% accurate but the Australian BoM does not want to use it. There has been no change in weather or climate in Australia over the last 130 years. Satellite records since 1971 also show no trends in the world rainfall records. Engineers should be able to look at records (over hundreds of years in Switzerland) and design drainage flood containment ponds such as the lakes at our backyard (1 in hundred year or more)

In Spain, this issue is of particular concern. During the last 50-70 years there have been moments of strong urban expansion that have not taken into consideration hydrographic and geological aspects, so that from time to time floods occur with disastrous consequences for the population.
According to a recent study carried out by the National Floodplain Mapping System of the Ministry for Ecological Transition and Demographic Challenge, more than 1 million homes are at risk of flooding in Spain.
The problem is so serious that experts from the Architects' Association of Madrid see the only solution as expropriating real estate in areas where floods regularly occur and declaring these places to be natural or protected areas.
My impression is that Spain has a serious problem with flooding, but what is most alarming is the laziness of the political class, which systematically ignores the proposals of the experts.

Según un estudio reciente realizado por el Sistema Nacional de Cartografía de Zonas Inundables, dependiente del Ministerio para la Transición Ecológica y el Reto Demográfico, más de 1 millón de viviendas están en riesgo de inundación en España.
El problema es tan grave que, expertos del Colegio de Arquitectos de Madrid, ven como única solución expropiar los bienes inmuebles de las zonas donde se producen inundaciones habitualmente y declarar estos lugares, espacios naturales o protegidos.
Mi impresión es que España tiene un problema grave con las inundaciones, pero lo más alarmante es la dejadez de la clase política, que ignora sistemáticamente las propuestas de los expertos.
Agree about politicians. Engineers should do planning of any area to be developed for housing or industry. It is wrong to fill swamp areas and lakes. There needs to be areas set aside to accept flood waters. My records show that local flooding occurs in areas not well planned when monthly rainfall is over 500mm. Behind our house are a series of lakes to accept rainfall over 1 in hundred years (built about 30 years ago) . The lake level was well below our house level in Jan this year when I measure 570mm of rain 2.4 times average.
