Two years into the US president’s four-year term, the entire House of Representatives—435 seats—stands for election. Representatives serve two-year terms. At the same time, about one-third of the 100-member Senate stands for election. Senators serve six-year terms. Historically midterm elections do not go well for the sitting president’s party, which has lost seats in Congress all but three times since 1934.
